I have a concern regarding the new Teams Chat Integration. It is mostly related to a possible Denial of Service Attack or spamming / flooding of Teams via Jira SM.
Jira SM gets permissions go create chats in Teams and add members. I wonder what protective measures are in place to stop someone from spamming / flooding our Teams environment?

You should not be giving accounts to malicious users who might do that. The "protection" needs to be done at an organisational level, not in software.
