Our environment provisions everyone who has an account in our identity management system a portal-only account. From time to time I'll need to migrate those to an Atlassian account, but this triggers a few emails that from the customer's perspective are unexpected and unneeded, since the way they interact with the system isn't necessarily changing. Is there any way to prevent these emails from sending, or (more likely) is there an Atlassian bug/feature request around this? I dug for a bit but I couldn't find one that matched this specifically. Has anybody else dealt with a similar thing?

Unless Atlassian builds something that gives you options when converting those accounts, I don't think you are going to be able to find a workaround for this. Atlassian needs to collect those emails to send out marketing material =)
