For example, commenting on a task is at the top, not at the bottom, as everyone is used to. How to make comments posted at the bottom of the topic instead of at the top of the pageАннотация 2022-05-24 162449.png

That's a poor user experience - people don't want to have to scroll down a page to enter more information.  Because it's not a great way to present the request to people who want to comment, Atlassian don't enable it.
