Welcome to the Atlassian Community!

For a JSM project to create issues, you must have configured the email channel to accept incoming mail.  That is the first place to look.

I'm not sure what the problem is here.  Is it that only one user can send email and have it create a request, or that you don't want anyone to be able to create requests via email?
