In the slack to jira integration, when setting it up it gives you an option to sync a particular jira project, but when doing the /jira create action the drop-down shows me all the jira projects (defaulting to the main one). Is this the same for all users in the slack channel OR is it based on individual permissions and only I can see all the projects (vs. a customer may only see one - the service desk one)?
Mainly want to prevent accidental ticket creation for the wrong project.

Can you please confirm if you are using the Jira Cloud for Slack (Official) application to connect your Jira and Slack?
Supposing you are using the application mentioned above, you're correct in your affirmation that the projects displayed when connecting to a new project from a Slack channel depend on the permissions added to a Jira software user or Service desk Agent.
Giving you a practical example:
Let's suppose someone needs to connect project "TPS" to send notifications to a Slack Channel. To do that, the user must have the "Browser Projects" permission in the project "TPS" (Under Project settings > Permissions), Otherwise, the projects will not be displayed in the list when configuring the Bot in the Slack Channel.
However, Service desk customers restricted to the portal can not configure any kind of interaction with the Jira SD application, even in the projects they are added as customers. In fact, the Jira site does not even display when trying to configure the Jira bot logged as an SD customer.
We understand that the interaction with customers from Slack would be a useful feature, so we created the following feature request to allow SD customers to create Issues directly from Slack in the projects they are added to:
Allow Portal-only customer to raise a request from Slack
