welcome to Atlassian Community. basically some modules may face outage for sometime, due to maintenance or something else. on these cases you will get information on Atlassian Status page, something like as incident happened on this time, we working on it, it's resolved as below.

I think you are on free plan, due to this, you may not able to create a Jira Support Ticket. 

Someone also recently faced this kind of issues, can you please check the below, and comment on the same by Tagging the guy from atlassian.
