We have migrated from cloud to cloud. In the new instance I need to install Jira service Management and create board with default workflows.Can I know the process how to install Jira service management in cloud and creating board

You can add JSM as described in this document about adding new products: https://support.atlassian.com/organization-administration/docs/add-a-new-product-to-your-organization/
You need to be the org administrator though and if you are not, you’ll need to reach out to the org administrator.
once this is added, you can create a JSM project but note this will often use on of the templates workflow. You can always change the workflow the same way you do with JSW.
As mentioned by @Ismael Jimoh that once you added JSM to your cloud env, then you can setup your JSM project as you need.
Please note that in JSM, one tracks issues via the QUEUE concept, and it is not managed via the SCRUM/KANBAN boards. The board concepts are for Jira Software Application.
