Checking the details of your site, I can see that Jira Service Management is not active, it was removed, that’s why the portal is not working and you can’t access all the menus from the project settings.
An email was sent to you on June 24 informing about that:
I can see that you created a ticket with our support related to the customer portal, so you can inform them as well so they can reach out to our customer advocates to check if it’s still possible to recover it.
