Service Desk: How do I fix the "You do not have permission to view this attachment" error?

The screenshot below shows failures in the Processing Log for emails that failed and did not create tickets. I have made permissions updates for the affected users, but I have yet to do anything that allows these emails through. Is the failure happening in Jira or on our server? How do I fix this and allow these emails through? UPDATE...There are not attachments on all of the emails that are giving this error so I have no idea why we are getting an attachment error?

I would suggest checking permission scheme and allowing all customer users to "Create Attachment"
