Satisfaction Survey to random Users

Hello everyone

I would like to create a rule, that sends Satisfaction Surveys to random users.

By now I came this far:

I triggered the rule several times, but I always get the Status "No Actions Performed". If I change the "If" Statement from "greater than 1" to "less than 1" the survey will always get sent.

Could anyone pls give me a hint into the right direction?

Running this simple logging automation below shows both less than and greater than 1 results.

The calculation I used was:

{{#=}}(random() * 2){{/}}
