I want to create a Request Type called:
Password Reset Request
But when they click in, I don't need a form, I need to just show text that says:
Please call ###-###-#### for any password requests.
Is it possible to just show a page with basic text information on it? (Maybe hyperlinks?)

You can write "Please call ###-###-#### for any password requests." on the description of your request type. And you have to hide the summary with a pre default value. You can't hide the buttons:
