@Michal Honre JSM has the customer portal which you can link off of your website and direct individuals to. You can also embed a Jira Service Management issue collector in a webpage. https://support.atlassian.com/jira-cloud-administration/docs/use-the-issue-collector/ This will allow users to submit issues to your service desk through the embedded form.

Could you elaborate a bit which part you wish to publish? You could always open up your instance/project to be anonymously available to anyone on the web or embed a widget/portal from JSM...
