According to this topic the supported PostgreSQL version is 11.0 https://confluence.atlassian.com/adminjiraserver/supported-platforms-938846830.html
However according to PostgreSQL official site version 11.0 cannot be downloaded - https://www.enterprisedb.com/downloads/postgres-postgresql-downloads . Is PostgreSQL version 11.8 supported and if it is not where to download PostgreSQL version 11.0?

Atlassian references PostgreSQL 11 as being supported, so any minor version of PostgreSQL 11 should be fine : PostgreSQL 11.8 is part of the 11 branch, so you can use this without any problem with Jira.
