is it possible to link a PIR primary incident out of a different ITSM project ?

Welcome to the community!

My understanding is that it works only within the same project. I'm assuming you are planning to track PIR in a centralized project. You could use automation to trigger a creation of a PIR, link it to the incident and copy some of the fields from the incident, but I don't think it will capture the incident summary properly.
