Do you have other agents/admins in the project?
The automations can only run as users who are agents OR admins in the project the rule is based in.

In that case it will have to be run as you or any other agents/admins.
For our instance we made a generic account that's an agent in all projects and is the account the automations run as.

I am also having this problem. Harry's solution does not work because the problem itself is the fact that the form does not allow you to choose from existing admins.
