Is it somehow possible for one external user (with one email address, no access to Jira Software, only to Service Management via Portal) to be under two or more Organizations?

yes, a Customer can exist in multiple organizations. Are you not able to achieve this? If not please provide details of how you are attempting.
Was confused by an error that user cannot be added. It appeared that same account cannot be added to Organization, unless he's having disabled account in JIRA Software.
