Is there a way to have a sound notification when a new ticket comes in for a certain project? I have looked everywhere in the settings, but I cannot seem to find anywhere you can do that. I wanted to ask in case I am missing it somewhere. Any help is much appreciated.

You are probably talking about in-product notifications. No, there is no sound option. Nor can I find an enhancement request for this. You may want to create a "Suggestion" for this yourself.

Welcome to the community.  As mentioned by @Dave Rosenlund _Trundl_ there is no "sound" notification in JSM or Jira product.  However, keep in mind when one receives a notification (i.e. via Outlook or via his/her cell phones), the Outlook application or one's cell phone device can be configured to notify with sound effect in my experience.
