We are not getting any JIRA notification on our outlook. This stopped about a day ago - we thought it was our Office services but that seems be working fine with all other emails. We do get new tickets in JIRA - but we just have to monitor the queue and go from there...
Is JIRA having issues with this or something we have to check on our end?

You should check system Settings >> System and then access Outgoing Mail option to ensure it is enabled.
If it is, then you can conduct a test using "Send email" option to see if you get an email from the test action.
I would also recommend you to submit request to Atlassian Support Team (https://support.atlassian.com) to ask them for assistance since they will be able to look into the system logs for errors if any.
