By default there are two areas in the JSM application that control sharing -
1) For each project via Project settings >> Customer permissions under the "Customer sharing " section. Also refer to the following reference page - https://support.atlassian.com/jira-service-management-cloud/docs/change-project-customer-permissions/
2) At the global level - Under Settings >> Products >> Jira Service Management section >> Configuration - One can control sharing requests with a customer's organization "Should new requests automatically be shared with a customer's organization?".. NOTE this change controls for the entire site behavior.
