I would like to make Root Cause and Resolution a required field when closing a issue.
Issue if the field is required you must fill it in when you create the issue.
I have tried adjusting when these field appear but it doesn't seem to matter.
Is there something that I can do to make this fields required when closing a issue?

If the field is only required when closing the issue you can use a validator on workflow transition
Publish the workflow to apply the changes.
Note: Filed required validator is included in cloud version no add-on required, for server Suite Utilities app is required.
