Large wait for notifications

Hello,

It is normal, that when I do an action, I receive the notification 3 minutes later?

for example, somebody creates an issue at 17:15 in service desk, but until 17:18 I don't receive the notification of there is a new issue.

Are you using Jira Service Desk Cloud or server? The email delay can be caused by external factors, and it also depends on what environment you are on.
