Have you raised a support call about whatever the (mostly un-described) problem is over at https://support.atlassian.com/contact ?
The title of the question suggests you've got a billing problem (you haven't paid, so Atlassian suspended the account), but have you tried talking to billing about this? Why did your billing contacts ignore the reminders?

we have been very disappointed with the Atlassian process
they even don't have dedicated customer support to sort out the issues
