Jira product discovery collaborators needs to have a jira account or can be external users

Hey, we would like to know if in our jira product discovery project, the collaborators that we add, needs to have all of them a jira account or instead can be external users

There are 2 role in Jira Product Discovery. Creator (license user) and Contributors (unlicensed user). They are both need Jira account.
