At this moment, i have only one way to add attachments on Resolve issue using this command: !imagename.extension|thumbnail!
In Jira Server i had also the possibility to directly select the attachement to include in Reply:
There are something similar also in Jira Service Desk Cloud?

The functionality you're referring to us provided by Enterprise Mail Handler for Jira (JEMH) app which is also available in the Cloud. You may give it a try, but may need to refer to JEMH documentation to see if the same functionality is available in their Cloud app.
Also, if you switch to the old issues view in the Cloud, you can see the "Attachment" button which will allow you to insert a reference to any files attached to the ticket.
