We are using Jira Servicedesk NextGen Proj. - Moving an issue to different projects considered as deleted from the existing project?

An issue is not intended for the specific project. is it recommended to move or link instead?

it affects the ticket series for audit purposes.

Yes, adding a linked issue is almost always the way to go. Use the Create linked issue feature.
