Unfortunately, the details that was captured when the issue was originally submitted is always located at the bottom of the issue view in the portal UI.
There is not solution for you to move that up above the comments.

"test" is the summary of the submitted request. In order to edit summary, you need to edit ticket on JIRA side and that operation can't be performed at portal level.

It's not editable in Portal once the ticket is being submitted.
You would need to change the details in Jira UI (will not reflect in portal)
If you want the editable fields in Portal, use forms and map it to Jira fields
