JQL sorting queues

Hi admins. There is a small question. There is a problem with queue sorting.
In the queue, I need to see all the tickets (queue A), but 1 user has a different queue (queue B), and in the sorting properties I wrote to exclude him from queue A. But now tickets that are not assigned to agents are not displayed in this queue A ...

What can you recommend? Create a separate queue or you can somehow do it in the same queue.
I am attaching a sample request.

status in (Escalated, "Forwarded to 24/7", "Forwarded to Analytics", "Forwarded to CRT", "Forwarded to Routing team", "In Progress", Opened, "Waiting for customer", "Waiting for provider", "Waiting for vendor") AND resolution = Unresolved AND assignee != 5eac91c1a4c57d0b8bec2860 ORDER BY created DESC, cf[10040] DESC

You have to change the assignee part...

... and (assignee!= ... or assignee is empty) order by...
