Attempting to organize backlog items using drag-and-drop issue ranking doesn't work – there is no change when dragging/dropping issues – issues are not sorted/reorganized. The "ISSUE RANK ON BOARD" feature is turned on for the board and instructions from the Rank issues on your board manually FAQ have been followed. Advice is welcome!

What is the exact issue here, when you drag and drop the issues from the backlog or sprint not getting added where you want to add like top of any issues or bottom of any issues?
Essentially, yes. Reordering issues by rank does nothing. "Move to → Top of column" and "Move to → Bottom of column" doesn't work, nor does drag & drop. For example, in the attached screenshot, dragging any of these issues to a new placement in the same column does nothing.

Okay, Can you check if you have proper permissions to Rank the issues in your board/project as to rank the issues user need to have a 'Schedule Issue' and 'Edit Issue' permissions

I am the account owner, administrator, and have verified i have 'Schedule Issue' and 'Edit Issue' permissions for the issues in question by using the Permission helper, all checkmarks are green.

Worth noting, this board is the default board provided by enabling the Board setting within Views for what appears to be an ITSM feature; it's a toggle from https://<ORG>.atlassian.net/jira/servicedesk/projects/<PROJECT>/settings/itsm-features
I don't know if that matters, but wanted to call out that this isn't a custom Scrum or Kanban board, it's OOTB from Atlassian, nothing special about it.
