Is a license required for approvals?

I'm looking to for information on approvals. We have several managers that don't need access to Jira except for approving a request. Would these managers need a license or can they approve requests as a customer?

You do not need a license to approve a ticket in Jira Service Management. Anyone with application permission like admin, agent or customers, can be an approver.

If the approver is a customer it simply needs to be added to the customer list.

For me, they do not show up in the list of approvers if they don't have a Jira Service Management license
