Yes. Create a group, add the users to the group and set the group up on the service projects in question.

Sorry, I didn't respond sooner. Are you talking about syncing all of the agents to all of the JSM projects or all of the customers?

If it's agents, all you need to do is add them to a group and add the group to each project.

If it's customers that's a different story and I am unsure at this time.
