Hi,
In the Issue type i have Incident, Change and Access request
If i select Incident i can see only Mandatory fields as well if i want to keep all the fields in the Create issue form i need to go to ...(3 dots) as mentioned in the below screenshot then i can check it then only it would be available
If i go and Logout and Login then again it will not available again i need to go to Show fields and check it then only it will be visible.
Is it possible if i want to put all the fields (Mandatory and Optional) should be in the Create issue page in all times.

You should be able to turn off "Use request type fields" option to see all the fields that you have setup in your project's "Create Issue" screen for your specific issue type.
Hope this helps. NOTE - However, issue creation in the JSM project should be done via the Portal UI and not via the CREATE button in the normal progress.

I have Disabled the same but still i am facing the same issue please find the attached screenshot for your reference.
Please find the attached image which i can see only Mandatory fields still i have disabled the Use Request Type fields.

Please check your custom fields (via Settings >> Issues >> Custom Fields) to validate to ensure those fields in question are exposed to the project and the specific issue type
Example -
Let me of your findings. If the fields are not setup against the project/context, then you will need get them configured properly.
