The user could not successfully log in to the customer portal even after I reset the password multiple times. Since the user did not have any requests, I deleted her account. Now she cannot create a new account and receives the message that her account has been revoked. Is there anything an admin could do to provide her the required access?

I suggest to submit a support request with Atlassian for this issue.
Please note that a deleted account cannot be recovered, but the email address used should become available again.
