You mention 'cards' - are you using Trello? Or do you mean comments on tickets in Service Management / Software?
Yes in cards. Most of them haven't the comments section. In Trello. I can't see how to enable it.

Your question was raised in collection "Jira Service Management", this is probably why nobody with Trello background replied something useful so far.
We could move it to Trello collection but there it would appear as four days old.
