Is it possible to preset Jira to reload the start page after opening a ticket?

Short answer is no.
But what is it that you are trying to achieve? Can you please explain a bit more?
After a request has been raised by the customer, the latter is redirected to the request he created. Do you have any automation running, which you want the customer to be able to see it?
