If you are referring to system locked custom fields (ie. EPIC Color etc..), you can only do this operation via backend DB query update. Please refer to the following article link - https://confluence.atlassian.com/jirakb/unlock-a-locked-jira-software-custom-field-779158866.html
This is not something that you want to do without seeking Atlassian Support (https://support.atlassian.com) assistance first to address your issues.
Lastly, I don't see the direct relationship on the locked system fields as relates to your needs of adding them to the UI. Please clarify your exact needs.

Be aware that fields are locked to stop you from messing up their configuration and breaking your Jira.
It's almost certain that your desire to unlock them is rooted in a request to do something to your Jira configuration that will break it. Before you unlock anything, could you explain why you think you want to?
