Our customers are downloading the Jira Cloud app so that they can create issues for us. But the problem is that they get a screen for making a Jira site...
The customers has Portal permission to create a issue but via the app it doesn't work.
Can somebody help me with this?

As of today, the Jira native mobile app does not support the customer portal and is mainly for agents.
