How to force comment when transitioned to waiting for customer

Is there a way we can force the agent to include a comment if they move an item into a waiting for customer state?

In order to do so, you'll need a 3rd party app extending your list of available validators. The workflow category on the Atlassian Marketplace is the right place to head to: https://marketplace.atlassian.com/search?category=Workflow

Did you try Field Required Validator on the workflow's transition?

I'm not familiar with this (pretty new to Jira) - how can I make use of it?

Edit your workflow, click on the relevant transition, click on 'Validator'. Then choose Field Required Validator from the list and 'Next. Then add Comment field with the arrow to the required fields list.
