How to enable sharing of service desk tickets

Hello Team,

How do I enable a customer who has opened a ticket in our service desk to be able to share the ticket to others in their org. Here is what I am seeing on our service desk portal.

Adding in other users is missing on this portal. Appreciate it if you could point me to the settings that I need to change.
