As a service provider, it is sometime difficult for the Jira administrators to maintin the list of customers and organizations.
Is it possible to assign permission to a specific user (f.i. the service delivery manager) to maintain the customer list for a specific organization ?
If not, is it possible to define a group for of users that is allowed to maintain the customer list ?
I don't seem to find anything related to "customer management" in the project permission scheme.

The short answer is no, there is no setting that would allow you to assign customer management to a specific user or group. The only setting is to allow agents to be able to manage organizations or not.
