Is it possible to allow a customer to add, modify, etc. approvers to a request after it has been created? They can add one while they are creating the ticket but it doesn't appear an approver can be added after the fact from the customer portal.

Unfortunatelly you can't allow your customers to do this.
We have here, in the community, similar discussions about customers edit ticket informations after the request has been created, as you can see clicking here .
It may be worth watch some of them and the voting in case of Atlassian implements this in the future.

That's a shame, I'll vote and watch that request but its 7 years old at this point so I'm not super hopeful.
