How assign а new email (not a user) without admin permission

We have a custom service for our customers where they can create a request and we can see it as a new email issue. It looks like this|:
After this I want to change reporter's e-mail (noreplay@doma.ai) to the customer's email (the green line in the body) but I can't because I have to add this e-mail to customers as an admin.
