I am looking forward a way to be able to grant permission to the user that has created the request. Please note that this is different than reporter.
Any ideas are welcome.

The only way I see to reach your goal is copying creator via automation to a user customfield then use this custom field to provide permission, as "creator" field, is not available to configure directly in the permission scheme itself.
For this to work user needs to have license for the product you trying to apply this permission.
Note that the workaround I informed is related to company-managed project only. Team managed will not have this type of permission.
