Good to learn about improved governance functions for Jira: Are you going to implement a similar function for Confluence too? Would entail things like global templates, address groups, etc.

Atlassian provides basic governance functionality for Jira. If you are looking for more comprehensive solution I would recommend to give a try to:

For confluence I would recommend to use the analytics functionality which is pretty food. 

PS: in Doctor pro for jira you can manage groups and users that are coming from organisation so it will be also reflected in confluence.
PS2: we are working together with Atlassian on this project as a part of Atlassian Venture.
