Does anyone know if you can get SLA's to not be used on change requests but on all other tickets?

yes. you can define the goals to exclude change requests. such as...
... and "request type" != "change request"...

Hi @John Fedorczyk , yes Project settings > SLAs , click on the SLA of interest and then edit the goal and add to your current goal(s).
