For the 10 users available for the free version of Jira Service Management. Does that 10 include the number of customers it allows?
I'm in an org that would need 3 agents/users but we have more than 10 total customers that would need to submit tickets.

With Jira Service Management, you only pay per agent. This means that you always get an unlimited amount of customers, regardless of the plan/version. You can find this information on the pricing page for your reference.
Please keep in mind that the free version allows for only 3 agents (and not for 10 as you stated in your question).

I think I was looking at a different pricing page by accident. I didn't see it before, but it says unlimited customers on the page.
