Per your description, I understand that you would like to know how you can configure a Security scheme to properly restrict some issues to specific users/groups in your Jira site. Is that correct?
Basically, a security scheme its where you set security levels and which teams can access those security levels. To create a new security scheme for a project, navigate to Project > Project settings > Issue security.
Once you've properly configured your security scheme with the security levels you need, you can navigate to your issues and add them with that security level, so only the users/groups added with that level in your Security scheme will be able to access those issues.
