Duplicate issues

Hi,

We have problem in Jira service desk. Customer create issue one time. When we search we found a lot of issues with the same Summary, but with different keys. And agents from their side don't see workflow statuses only of these issues. What may be the cause of this problem? or May be re-indexing is cause of this?
