Depends what you mean by "part". If you are interested if it is hosted by Atlassian - yes. It also provides support for the Atlassian products to some extent. Apart from this - it is a free for all forum, where you can post just about anything related to Atlassian products and search for help about them from anyone.
Assuming you're asking whether the Community forums or a product which you can install as part of Jira Service Desk - then no, this isn't a component of Jira Service Desk.
Whilst the Community Forums are operated by Atlassian, they aren't part of an Atlassian Product which you can purchase.
