Do not send notification to the users in the watchers

The notify REST API (POST /rest/api/3/issue/{issueIdOrKey}/notify) has a filter in the recipients whether the notification should be sent to the issue's watchers.-

Seems like this filter is not working. When this is set to false, the notification still goes to the users in the watchers list. Any idea?
