My customers (users who will open issues on JIRA SM) will log on Azure AD. Do they need for each a Atlassian Guard license or Guard license is only necessary for user/agents (user that will resolve issues)?

Welcome to the Atlassian Community.
I believe a "Guard" license is only needed for people with an Atlassian Account. So only for Users / Agents.
Customers don't require a Guard license.
